Need to add Image in Purchase Order Approval email

We have a requirement to add Image in Purchase Order Email Body Notification, Also we need to do a formating the email body as per our business requirement, we tried to add Image but its not working when we are receiving email. So please guide and also let us know whether it is feasible to achive this requiement and also bullets and formatting in email generated from Oracle System
