Error appearing "New steps have been created ... (PER-1531397)"

Summary:

Good morning, when we access Workforce Structure/Manage level progression, and when we try to make any changes, an error message "New steps were created for grades that are used in this grade ladder. Create step rates for these steps. (PER-1531397)" appears. and we were unable to take any action. how to fix?
