Absence Module Self-Service "When" Section changes when entering time in 2024

Absence time entered through Me > Time and Absences > Add Absence is different if entering an absence for 2023 or 2024. The When section changes, see screen shots below.

When entering current time anytime in 2023 in the absence module, through Me > Time and Absences > Add Absence, after selecting the type, any type, in the When section, you can select the start date and duration.

If you come in again, and instead of selecting a date in 2023, you select a date in 2024, the page changes from Start Date and Duration to Start Date and Time, and there is a new Select Time button available. What is causing this? Are others seeing this in their pods?
