Last Modified Date is not changing after project information is updated at AP invoice lines

Last_Update_Date is not Updated in AP_INVOICE_LINES_ALL table when updated project information at invoice line level

We have an invoice 11084 match to PO USA1004783 and we see earlier the last update date on the invoice line is 2023-10-25T23:03:06.000+00:00

and later we see on invoice line project information is updated and can see the same last update date and time.

Just want to know how this happened, Is Oracle is not updated last update date on AP_INVOICE_LINES_ALL if project information is updated later.
