Unable to edit person name details using Quick Action: Personal Details

Summary:

Our HR Specialists currently cannot edit the person name in the case of change in last name and so on.

Content (please ensure you mask any confidential information):

HR users are able to edit person names in Person Management > Person tab. However we do not have the same option in the Quick Action: Personal Details

The edit button is not available. If there something I need to do to enable the edit button?
