Non automatic Element entries get carried over during a Global Transfer using HDL

Summary:

We did a Global Transfer using HDL, the automatic element entries got carried over, but the elements based on eligibility didn't get carried over to the new work relationship. Are there any parameters we need to include to achieve this or is this a limitation and the element entries have be be loaded manually?
