Approval Rule for change manager not working

Hi,

I set two rules , one for local transfer and other for manager change ,

Local Transfer Rule is working fine but change manager rule is not working ,

Rule for Local transfer : (Worker's Proposed Assignment.result.Action == "TRANSFER")

Rule for manager change is : (Worker's Proposed Assignment.result.Action == "Manager Change")

Error I faced while trying to test manager change Rule :


Both rules are defined depend on Action but manager change not work.
