Loading dummy data of employees for future entities

We are hiring people in Dubai and Switzerland but the Legal entities are not in Oracle yet and we need to hire them in oracle due to some integration with other system. However, we are not willing to add these people to Oracle in an existing entity and doing a global transfer in the future when we build out Dubai entity and go live with it as this will be false data in the system.  Do we have any solution to achieve this other than implementing Core HR module for the new entities.
