Issue with 23D - Entering Termination if there is future effective assignment change

Content (please ensure you mask any confidential information):

In the past when manager enters the termination for his direct reports, ONLY allows the top of stack effective record, means the termination effective should be AFTER the latest assignment record.

Now after 23D, manager is allowed to enter the termination with any effective date, as long as it's after the hire.

This is different with what says in Oracle documentation. SR 3-35036716251 created but haven't got any feedback yet.
