Offer assignments are still not inactive after following Doc ID 2835579.1

Employee is still showing in the Position Hierarchy even it has already have a new position. We are seeing the possibility that it is because of the Employee's offer assignments still active. We follow  Doc ID 2835579.1 (Offer Assignment is Not End Dated When Candidate is Hired which Causes Hired Person to Keep the Person Type of ORA_CANDIDATE) but still, the offer assignments are still active. What can be the reason of this?

Please help.
