Email Approvals not working

Summary:

Hi team, I'm facing an issue in Email approvals. In our project, approvals are sent to email as well as application. All Workflow Participants are getting emails but few people doesn't have any buttons to take action. I have verified the access, surprisingly few people who doesn't have oracle access can approve from email and few who have oracle access cannot approve.
