Can we hardcode/store value in Value Sets or lookups like EBS/Ebiz for Approvals in Fusion HCM

We have a requirement, where we need to store value for username in approvals so if the user is replaced by another for a certain job, then they can edit the lookup or value set instead of making changes in multiple Approval rules for multiple Transaction types (MSS).

Is there any option available for Workflows/Approvals in Fusion HCM where we can hardcode or store value in Value Sets or lookups like EBS/Ebiz
