Withdrawing a learner does not move waitlisted learner to active status

Hi All,

We recently started facing this issue where: In an offering with capacity rules and maximum possible booked seats, once a learner withdraws the waitlisted learner does not move to active status and remains as waitlisted.

However, as per this document https://docs.oracle.com/en/cloud/saas/talent-management/23d/fatul/how-you-can-manually-manage-the-waitlist-for-oracle-learning-assignments.html#[…]4 moving an active learner to non-active status should move the waitlisted learner in waitlist position 1 to active status.

Is anyone else facing this issue?
