How to limit Department prompt values to active only

Summary:

I have an OTBI report using Workforce Management - Worker Assignment Real time subject area with an optional Department prompt. How can this prompt be limited to only display active departments? Currently, even though the report does not show anyone in an Inactive Department, when using the prompt it lists all departments both active and inactive. I have verified through Workforce Structures that the department status shows Inactive. Thanks for any advice.

Additional Info: I tried limiting the report to active employees and active departments. I also thought about setting the prompt to specific values, but we have hundreds of departments and I would have to maintain the specific values as we activate/inactivate departments which is not ideal. Neither of these attempts resolved the issue of the Department prompt listing showing inactive departments.
