How can HR delegate the role of one user to other user

I have this requirement where HR would need to delegate the role of one line manager to other line manager so that they can view/action their direct reports. Client do not want line managers to do this so is there a any kind of loader or manual process that HR can follow to do this delegation on line managers behalf?
