Rehire applicant with only offer letter template available for selection is internals

Our recruiting team has a rehire candidate in the Offer/Draft phase. Normally, when drafting an offer the External Offer Template would display for selection from the drop down menu. For this rehire candidate, only the internal offer letter is being displayed. Recruiter attempted to search for the External Offer Template, but no results were found.

This rehire candidate does have a number of terminations and rehires on her record. What would cause the incorrect offer template to display? Configuration is correct in the Recruiting Content Library.
