How to get all Active and Inactive Records Regardless of Assignment Type Except for Inactive Pending

I have a report that get all Active and Inactive Records but I want to Exclude Inactive Pending Worker only.

Any one have already tried this?

Trying to Modify this line: paam.assignment_type in ('E','C','P') to remove only inactive pending worker
