Redraft offer of pending worker, action is Add pending work relationship not Add assignment or Chang

Summary:

For one of the pending worker, we had to redraft the offer, what we observed is the action is changed to Add Pending work relationship from Add assignment. Where as there is a pending worker record created with active assignment in Core HR. Need more inputs why there is change of action for Offer redraft.
