How to add IRS limits to an element such as a Roth IRA or HSA

Summary:

We have a Roth IRA and HSA Element and noticed on the final pay period people went over the annual IRS limit. How can we put a limit on those elements so that once someone hits the limit nothing more gets taken out? We don't want to manually check it each year if possible and would like the system to stop once the limit is reached.
