custom proration formula is not picked while payroll is processed

Summary:

For "Monthly Allowance" element, proration formula was "GLB_EARN_PRORATION".

We have created new custom proration formula and attached it to the element. But in QuickPay process, it is still picking "GLB_EARN_PRORATION".
