Candidates Stuck in "HR, Processed"

We have some external candidates that decided not to start after they were moved to HR and employee assignments were created. We canceled work relationship on employee and pending worker assignments and ran the "Complete the Recruiting Process" job, but they're still stuck in the "HR, Processed" state. How do we move these candidates to withdrawn?
