Using On/Off Boarding Restrictions

Onboarding task restrictions appear to be limited to Region & Location (tied to one another) and Division & Department (also tied to one another). I need to find another way to add restrictions to tasks associated with onboarding management-level employees.

We currently use the employee's location/region as a restriction to display onboarding tasks associated with different provinces. We then use the Department restriction as we have a number of customized department onboarding tasks. The issue is management employees. I have a number of tasks used for managers but I appear to have run out of restriction options since Departments can only be associated with one Division and employees can only be associated with one Department. As an example, I would want a Quebec-based, Finance Manager to display tasks related to their location, their department and their 'level.' Is this possible?
