Withholding tax not calculating on Invoices

Summary:I changed the witholding calculation Point and Invoice generation point within the withholding Option area but the tax is not calculating and the Invoice not generating

Content (please ensure you mask any confidential information):Users wants the Withholding tax calculation point to be at the point of payment as well as the invoice generation point. I did the changes on the system by changing the points from the manage tax reporting and withholding tax options but withholding tax are not been calculated even at the point of Payment
