Document Type Security Not Working

We have a custom HR Role (Copy of seeded Human Specialist Role) and would like to control Document Type security for this role.

Requirement is that HR should be able to Add certain types of document (A,B,C) but can only View another set of document types (X,Y,Z).

Reference:- Controlling Security of Document Records (Doc ID 2594767.1).

1) We removed "Manage Person Documentation" role from custom HR Role. Regenerated associated Data Role.

2) Created a new Abstract Role for Edit Access. Doc Type Security attached to this role is for A,B,C documents type.
