Pop-up message when employee and line manager login

I have a requirement where a pop-up message to be presented to every employee upon first-time logon that requires them to read and acknowledge a privacy statement that outlines what type of personal data we’re storing, how it’s being used and who it’s being share with. Is this feasible?
