How to add a display message on a page ?

Hi team,

We want to add the below message in the holiday list page for employees.

Message: "Please note - you can choose to avail maximum 2 flexi/restricted holidays out of the flexi holiday list below. This needs to be applied at least 48 hours prior to the date of absence request."
