Recruiter not able to "skills" section in requisition creation

Summary:

As a recruiter, not able to see the "Skills' section while creating a new requisition though we enabled this section via HCM Design Studio and we have created the rule "Recruiting - Create a requisition" and "Recruiting - View/Edit a requisition".


Though it is visible when we are editing any existing requisition as per below SS:


What are the may be the reason for this issue?
