Need to restrict Buyer from creating a Purchase Order on behalf of other Buyer

Is it possible to restrict users from creating purchase orders on behalf of other Buyer?

The user is creating PO using the FBDI process and they are allowed to fill the Buyer field with any valid value. Our customer wants to restrict it. The Buyer must only create POs for himself.
