location flexfield structure changed.

1) I have created Location flex field and created few assets.

2) disabled the existing location flex field structure.

3) Created new Location fiex field structure

4) Deployed without error

5) When I try to enter new asset - Location field is grayed out, not able to select any values.

Question - It will not allow me to change the location flex field structure.
