How to Associate Business Unit to a Spanish Legal Employer?

I need to create the Extensible Flexfield page "Associated Business Unit" to a Spanish Legal Employer.

I did that without any problems with an Italian Legal Employer, however it seems that there is not the possibility to use the same Page for the Spanish one.

Step to reproduce the issue:

1. Set Up and Maintenance

2. Manage Extensible Flexfield

3. Search for "Organization Information EFF"

4. Click on Organization

5. Split the Legal Employer to search the correct one

As you can see reproducing this step is impossible to find the Spanish Legal Employer.

I tried also to create the "Associated Business Unit" Pages into the generic Legal Employer, but it seems impossible.
