Where Can the Voluntary Termination Message Be Edited?

Summary:

There is a message displayed when Voluntary is selected as the Termination Type under When and Why when terminating an employee (see screenshot below). I've attempted to edit the message via both Page Composer and Manage Messages, but it does not seem to be editable in either area. Where can I update the text of the message that is displayed?
