Can we restrict Agent not to create the job application if the candidate already exists in system

Hi All,

Can we restrict Agent not to create the job application if the candidate already exists in system though he is not referred/applied to any requisition.

When we checked, agent is able to pull the candidate into Talent list if the candidate is already existing in the system(if not referred/applied to any requisition). Please share your experiences/thoughts on this.
