Bell does not show Notification but Worklist has the notification

Summary:

Invoice approvals are in my worklist. Notice there is nothing under the bell notification and I don’t have email approvals in Outlook either. I even closed and re-opened the app twice to make sure it was not an app refresh thing and Notification Mode is set to ALL. and usually it is suggested to run Synchronize Notifications in Global Header ESS Job every 10Mins when Notification is set to In-APP, but in my case it is set to ALL

End users are depending on the emails and the bell notification in the app. Nobody is proactively going to main menu> tools> worklist to check for pending approvals.
