SSO with user password page for external user

Summary:

We want to enable SSO and IDP is Microsoft AD without any chooser page ,that means we want only SSO and no user password.

But for external candidate in recruitment or for pending worker , we want user password option.

How can we configure this in a way that for internal employees SSO login is available and for external user/password option
