Send Offer Letter in two parts to candidate

Summary:

We have a requirement from the Client to send an Offer Letter to the candidate once in Offer stage and then again send part 2 of offer letter after the candidate is moved to HR.

How can we trigger the Offer letter through and onboarding journey, once the candidate is Moved to HR?

Or can we achieve this through CSP?
