New user create notification never works

Summary:

We've the default "ORA New Account Template" already enabled under DEFAULT user category. We create the employee records with Worker.dat HDL with SendCredentialsEmailFlag = N for under "PersonUserInformation". Once the employee record is generated we either manually process the User account generation in Iser account page or run the "Send Pending LDAP Request" but we cannot receive the Welcome email both ways.

Afterwards we tried to set CredentialsEmailSent=N with the below User.dat and then run "Send User Name and Password Email Notifications" process but it only triggers the Password Reset notification, we were not able to receive Welcome mail
