Not able to see certain hiring managers in the list of values while creating requistions

Summary:

Hello - has anyone experienced an issue where certain hiring managers or recruiters are not listed in the List of values to select while opening a new requisition? I have notice in testing that sometimes they are listed and when I click on them I get a null error. The employee selected is active and everything. Not sure the problem.
