Impact on cloud licensing for adding user person types to Non worker- Not Managed by HR

It was confirmed by Oracle that using Non worker - Not Managed by HR system person type will not add to cloud licensing cost, however we have the requirement to create user person types under it to track sub-types such as volunteer, non-employee etc. So can someone please confirm if adding user person types to Not Managed by HR would impact licensing.
