Can we delete a grade step which is not being tagged to any employee assignment

Hi,

We are trying to delete the grade step that is not tagged to any employee assignment. However, we are facing this issue as below:

<MESSAGE><NUMBER>PER-1530558</NUMBER><TEXT>You can't delete the grade step because it's associated with an assignment.</TEXT><CAUSE></CAUSE><ACTION></ACTION><DETAILS></DETAILS><INCIDENT></INCIDENT></MESSAGE>.

Does it consider the previous/ terminated assignments?
