Restrict transaction console with procurement notifications

Below is the requirement from user:

Need transaction console access with only procurement notifications(requisitions, PO and PO change orders).

We have created a custom role and added a duty role Review Procurement Approval Transactions as Administrator(ORA_PO_REVIEW_PRC_APPROVAL_TRANSACTIONS_HCM) but still it was giving HCM approvals as well.

Note: duty role Review Procurement Transactions as Administrator(ORA_PO_REVIEW_PRC_APPROVAL_TRANSACTIONS) is not giving access to Transaction console.
