In Promotion Approval Rule, Can we to add a rule if Manager changes as part of promotion

Summary:

In Promotion Rule, Apart from Salary changes, If there is a Manager Change for the employee, then it should go for approval. I dont see any attribute for current and proposed managers in Promotion rule. Can anyone help how do we achieve this Manager Change in Promotion rule itself.
