Effective Date of External Bank Account

The customer During the Jan Payroll Run Realized in Feb that there were some employees without Bank accounts and he uploaded using HDL Successfully but when he checked on the system the effective date of the external bank account was not Jan is there availability to upload external bank account with 1/1/2024
