Unable to manually fill requisition

Summary:

I am trying to close the requisition via the requisition Actions> Fill Job Requisition.

Content (please ensure you mask any confidential information):

The candidate has accepted the offer and I have progressed them to another subsequent phase (Pre-employment Checks which sits after offer but before HR). So the candidate is sitting at Pre-employment Checks - State. Based on the oracle manual (Fill a Job Requisition Manually (oracle.com)), you cannot manually fill requisition if in Offer phase but my candidate is NOT in Offer phase, it is on a subsequent phase but I still get an error. See screenshot below.
