Is it possible to create a procurement user that can only search and Edit Purchase Orders?

Hello Oracle Community,

Is it possible to create a procurement user that can only search and Edit Purchase Orders but is not able to create them?

Is there a specific privilege that should be removed in order to have this requested result?
