Enable Sensitive Personal Information fields for agency candidate submissions

Agencies are able to create candidates with basic set of information.

We want to enable the National identifier and Date of birth fields when an agent is creating a candidate in the talent pool.

Currently we don't see any provision to add the same.

National Identifier is crucial in identifying duplicate candidates with the highest match score. Agency not having ability to provide sensitive information enables them to keep on referring candidates with different set of email IDs.

Would like to know is there any work around for the same and how are other projects tackling this situation.
