Learning Initiative OTBI report showing only limited records

Hi,

We have a Learning Initiative with Report analysis criteria OTBI. The analytics reports has around 9K records and it doesn't have any complex filters. The report is running fine but it doesn't pulls all the records in Select Learners, who were showing correctly on analytics page.

We had included the Person ID in the OTBI still see this issue when run through the Learning Initiative. Can anyone help if there is any limitation on number of rows or I am missing something here.
