Effective start date not editable in Additional assignment info

Hello everyone, 

we have created an EFF on the action Additional assignment info and called it Local Role. When clicking on add to add additional assignment info for an employee, we noticed that we can't edit the effective start date. Is this expected behavior? Why can't it be edited? Please see the screen attached.
