Skills Advisor for Learning not working

Summary:

When a Learning specialist is trying to add Learning outcomes on a Course or Specialization there are no suggestions by skills advisor or AI suggested skills. Also, there is no link available to download Integrated AI-Suggested skills workbook.

The pre-requisites to enable this feature are already in place i.e. Activating Dynamic skills and Enabling Redwood self-service for Learners.

Does anyone know what else is required so that this functionality works.
