Offering and course in a state not started with related activities all completed

For about 10 days we have been receiving anomaly reports from colleagues who have completed all the activities, but the related offer and course remain in Not Started status

From the Manage Activities menu, click on Save and Close and then complete the offer and course, but this requires manual intervention on the individual case.
