Oracle Security Console and Data Access Assignments

Is there a single screen in Oracle to both create user accounts AND assign the corresponding Data Access rights?

Today when I setup a user, I go to the Security Console and create or update the Oracle User Account with the appropriate Roles. I then go into Setup and Maintenance, click on Users and Security and then choose Show All Tasks then select Manage Data Access for Users. Here I have to enter the corresponding Data Access entry for each role. It would be great if both functions were available from a single screen.
